Japan Student Visa: 5 Critical Stages

A Japan student visa comes at the end of a sequence, and each stage depends on the one before it. We set out the five stages an Indian student moves through, from the admission offer to registering an address in Japan, using only the Immigration Services Agency of Japan (ISA), the Ministry of Foreign Affairs and the Embassy of Japan in India, all checked on 7 October 2026.

The Japan student visa sequence at a glance

The Japan student visa itself sits at stage 3. Stages 1 and 2 decide whether you reach it, and stages 4 and 5 decide whether your first weeks in Japan go smoothly.

Stage 1: the admission offer

Everything starts with a confirmed place. The university’s offer is what allows the next stage to begin.

Keep every document from the admission stage in one folder: the offer letter, your degree records, your passport details and the evidence of who will pay your expenses. The university will ask for much of it again when it files the next stage, and a complete file saves weeks. Stage 2: the Certificate of Eligibility

The Certificate of Eligibility (COE) is issued by the ISA in Japan. It confirms that you meet the conditions for Student status before you apply for the Japan student visa in India.

Who applies

The ISA allows the application to be filed by the applicant or by a proxy, which includes staff of the host institution. For students outside Japan, the university’s staff usually handle it.

How long it takes

The ISA’s COE page gives a standard processing period of one to three months. Our Japan visa processing time timeline works those dates back from arrival.

The e-COE

Since 17 March 2023, the ISA has issued the COE by email. The ISA states that the email can be shown on a phone, printed or forwarded when you apply for the visa.

The three-month clock

The COE is valid for three months. If you do not apply to land in Japan within that period, it loses its effect. Plan your visa appointment and flight inside that window. Our full guide to the certificate of eligibility Japan process covers this stage in detail.

Stage 3: the visa application in India

This is the Japan student visa itself.

Where you apply

The Embassy of Japan in India asks applicants to submit through VFS, with no prior appointment needed. The Consulate-General in Mumbai also accepts applications through VFS. Check which Japanese mission covers your state before you go.

What you submit

MOFA lists these documents for a Japan student visa with a COE:

  • Passport
  • One visa application form
  • One photograph
  • The COE, original or copy

MOFA adds that other documents may be needed, so check your mission’s own list. Our Japan visa requirements checklist sets them out in filing order.

Fee and timing

The Embassy lists a visa fee of ₹500 for Indian nationals from 1 July 2026, plus a VFS service charge. On timing, the Embassy states that processing times can vary significantly because of application volume. Apply as early as your COE allows.

Stage 4: landing and the residence card

On arrival, immigration grants landing permission and Student status.

Residence card airports

The ISA issues the residence card on arrival at ten airports: New Chitose, Sendai, Narita, Haneda, Chubu, Kansai, Kobe, Hiroshima, Fukuoka and Naha. At other ports, the card is sent after you register your address.

Period of stay

The ISA sets the period of stay for Student status case by case, up to four years and three months.

Part-time work permission at the airport

A new entrant granted Student status can apply for permission to work part time at those same airports, unless the period of stay is three months. The limit is 28 hours a week, rising to 8 hours a day during your university’s long holidays.

Stage 5: address registration

Once you settle on a home, the ISA requires you to register it at the municipal office within 14 days, taking your residence card with you. This completes the Japan student visa sequence.

The costly myth about proof of funds

The myth is that a Japan student visa needs a fixed bank balance.

The ISA’s Student status page asks for a statement showing who will pay your expenses. It names no minimum amount, and the MOFA Student visa page names none either. No Japanese government body publishes one. Any figure you hear is someone else’s rule of thumb.

What matters is that the evidence shows your expenses can be paid. The ISA states on its page for language school entrants that covering the full cost of tuition and living through part-time work is not accepted. Do I apply for the Japan student visa before or after the COE? After. The COE comes first, issued in Japan, and you apply for the visa in India with it.

How long is the COE valid? Three months. You must apply to land in Japan within that time.

Where do I submit my Japan student visa application in India? Through VFS, as directed by the Embassy of Japan and the Mumbai consulate.

Is there a minimum bank balance? No Japanese government body publishes one.
