Certificate of Eligibility Japan: 7 Facts Students Get Wrong

The Certificate of Eligibility Japan process is the most misunderstood part of a student visa application. Families treat it as the visa. It is the step that comes before the visa, it is applied for by your university rather than by you, and it expires faster than most applicants expect.

Here are the seven things worth knowing, checked against the Immigration Services Agency and against universities currently running the process.

Fact 1. The Certificate of Eligibility Japan document and the visa are separate

The Certificate of Eligibility Japan document, written 在留資格認定証明書, is a pre-screening approval from the Immigration Services Agency under the Ministry of Justice. It confirms that your planned activity matches a residence status, in your case 留学.

The visa itself comes from a Japanese embassy or consulate, which sits under a different ministry. Holding the certificate gives you a strong application at that stage, and the mission still makes its own decision.

What the sequence looks like

1. You accept your university place and send your Certificate of Eligibility Japan documents
2. The university files the COE application in Japan
3. The certificate is issued and reaches you
4. You apply for the visa at the Japanese mission covering your residence
5. You enter Japan and receive your residence card at the airport

For Indian applicants under Mumbai jurisdiction, visa intake moved to VFS Global from 20 April 2026.

Fact 2. Your university applies, not you

A Certificate of Eligibility Japan application for a student is filed inside Japan, at the Regional Immigration Services Bureau, by a proxy. For university entrants that proxy is the institution.

Ritsumeikan states the position plainly on its international student support page, updated in August 2026: the International Center applies by proxy for incoming students.

Your job in this stage

You supply documents on time and in the exact form asked for. A late transcript or an expired bank certificate stops the filing, and the university has other students to file for in the same batch.

Fact 3. Certificate of Eligibility Japan processing takes one to three months

Immigration lawyers working these applications daily put the range at roughly one to three months, and note that spring and autumn peaks push student cases toward the full three. An immigration law office guide updated on 29 August 2026 gives the same window.

There is no expedited channel. Build the calendar backwards from your matriculation date, allow three months for the Certificate of Eligibility Japan step, and add the embassy stage on top.

Fact 4. Validity runs three months from the issue date

This one costs people flights. A Certificate of Eligibility Japan certificate is generally valid for three months from the date it is issued, and you must use it to enter Japan inside that window.

There is no extension procedure

A lapsed certificate requires a fresh application rather than a renewal. Where the date is running out and entry remains impossible, contact the accepting institution early so they can raise it with immigration and, where appropriate, reapply.

Fact 5. The Certificate of Eligibility Japan process has no application fee

Filing carries no fee at all. Your university handles the filing as part of its admissions process.

Fact 6. The electronic Certificate of Eligibility Japan now issues by email

Since March 2023, approved institutions can file online and receive an electronic certificate as a PDF by email. The e-COE carries a QR code and can be forwarded to you directly, then presented electronically at the visa and landing stages.

The practical effect is that the document may arrive in your inbox rather than by courier. Check with your university which version of the Certificate of Eligibility Japan document it issues, because your travel planning depends on the answer.

Fact 7. The April 2026 language rule leaves you out

A rule effective April 2026 requires applicants to certified Japanese language institutions to show CEFR A1 or above, roughly JLPT N5, through a recognised test.

That rule sits with language institutions. Universities, graduate schools and vocational schools set their own admission standards, which for an English-taught Master’s means IELTS or TOEFL rather than JLPT. If you are applying to a graduate school, the April 2026 threshold falls outside your Certificate of Eligibility Japan route.

What sits behind the Certificate of Eligibility Japan decision

Scholarship status affects this stage too. If you are funded, say so early, because MEXT University Recommendation and the JASSO scholarship are treated differently by universities handling the filing.

Treat the Certificate of Eligibility Japan process as a scheduling problem more than a paperwork problem. The documents are knowable. The timing is where applications come apart, because one to three months of processing plus a three-month validity window leaves less room than families assume.
