VFS Japan visa application counter in India with a student holding a passport and Certificate of Eligibility

VFS Japan for Students: 6 Simple Answers, 1 Bad Assumption

VFS Japan is the outsourced counter where you hand in a Japanese student visa application in India, and since 20 April 2026 it is the only door in Mumbai too. You file at the VFS Japan centre linked to the Japanese mission that covers your state, with your Certificate of Eligibility already issued.

Most of what goes wrong at this stage comes from one belief: that the counter staff decide your visa. They do not. Below, each question you are likely to search is answered from the Embassy and Consulate pages, checked on 12 October 2026.

What VFS Japan handles, and what stays with the consulate

VFS Global runs the intake. It receives your passport, form, photo and COE, takes the fee, and returns the passport. The Embassy of Japan in India lists applications as going through VFS and gives the VFS Global site, visa.vfsglobal.com/ind/en/jpn, as the place to start.

The consulates keep a narrow set of cases. The Consulate-General in Chennai, on a page updated 26 June 2026, says it handles diplomatic and official visa applications and special cases itself. Everything else, including an ordinary student visa, goes to the VFS Japan counter.

Why this matters to you: a Master’s applicant never needs an appointment at the consulate building. Your whole visa step happens at VFS, after your university has secured the COE. If you are still unclear on the order of steps, our guide to the Japan student visa stages sets them out from offer letter to landing.

Which mission’s VFS Japan counter serves your state

Japan has five missions in India, and each one covers a fixed group of states. The Embassy publishes the split on its area-wise jurisdiction page.

MissionStates and territories it covers
Embassy of Japan, New DelhiDelhi, Haryana, Punjab, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Himachal Pradesh, Jammu and Kashmir, the North-Eastern states, Andaman and Nicobar, Lakshadweep
Consulate-General, MumbaiMaharashtra, Gujarat, Goa, Madhya Pradesh, Chhattisgarh, Dadra and Nagar Haveli, Daman and Diu
Consulate-General, ChennaiTamil Nadu, Kerala, Andhra Pradesh, Telangana, Puducherry
Consulate-General, KolkataWest Bengal, Bihar, Jharkhand, Odisha
Consulate-General, BengaluruKarnataka

If you study in one state and your home address is in another, ask VFS which address it will accept before you book, so your documents match the mission you file with. Our Japan visa requirements checklist lists what each file needs.

What changed in Mumbai on 20 April 2026

Before April, the Mumbai consulate accepted some visa applications at its own counter. A notice dated 13 April 2026 ended that. From 20 April 2026, the Consulate-General of Japan in Mumbai entrusted the visa application process to VFS Global and stopped taking applications directly from applicants.

If you live in Maharashtra, Gujarat, Goa, Madhya Pradesh or Chhattisgarh, older blog posts telling you to walk into the consulate are now out of date. The VFS Japan counter is the route.

The Mumbai page, updated 29 April 2026, also says the consulate will not respond to enquiries on application status, documentation or refusal reasons. Those questions go to VFS.

What you pay at the counter

The visa fee for Indian nationals is ₹500, for a single or multiple entry visa, on the fee table that runs from 1 July 2026 to 31 March 2027. The Embassy, Mumbai and Chennai pages all show the same figure.

Two more things to know:

  • The VFS service fee is charged on top. Every mission page says so, and none states the amount. Check the current figure on the VFS Japan site before you go.
  • Other nationals pay far more. From 1 July 2026 the same visa costs ₹8,650 single entry or ₹17,350 multiple entry for non-Indian nationals applying in India. If you hold another passport, budget for that.

The Mumbai page states consular fees are payable in cash. Carry the exact amount in case card payment is unavailable at your centre.

How long after VFS Japan accepts your file

The Chennai consulate gives processing as generally about five working days after VFS Chennai accepts the application, and warns that files lodged through VFS in other cities may take longer. Mumbai gives a minimum of five working days and says processing cannot be expedited.

Plan around the longer case. If your VFS Japan centre is outside Chennai, add a buffer to the five days. Our post on Japan visa processing time works the full COE and visa calendar backwards from an October 2027 start.

Who answers when something goes wrong

VFS does. The Mumbai consulate says it will not answer enquiries on status, documentation or reasons for refusal, and directs applicants to VFS Global. The Embassy lists the VFS call centre as +91-(0)22-6786-6016.

What VFS can tell you is where your passport is and what was received. What nobody at the counter will give you is a reason for a refusal. If you want to understand the grounds the law sets out, read Japan visa rejection reasons before you file, while there is still time to fix a weak document.

The bad assumption about the counter

The assumption is that VFS approves your visa. VFS Global is a visa processing agency. The Japanese mission that covers your state examines the file and issues the visa. VFS receives it and passes it on.

This changes how you prepare. A friendly counter check tells you the paperwork is present. It tells you nothing about whether the funding evidence in your COE file was persuasive. That question was settled earlier, when the Immigration Services Agency issued your COE, and our guide to proof of funds for a Japan student visa explains why no fixed rupee figure exists for it.

VFS Japan FAQ

Do I apply at VFS Japan before or after my COE?

After. The visa application form has a field for your COE number, so your university must secure the COE in Japan first.

Can I go to the consulate instead of VFS Japan?

For an ordinary student visa, no. Chennai keeps diplomatic, official and special cases. Mumbai stopped direct applications on 20 April 2026.

What is the VFS Japan visa fee for Indian students?

₹500 for Indian nationals from 1 July 2026 to 31 March 2027, plus the VFS service fee, which the mission pages do not state.

Does the consulate explain a refusal?

The Mumbai consulate says it will not respond to enquiries on refusal reasons. Prepare the file well before you submit it.

One question worth 30 minutes

For most final-year students the open question is timing: when your COE will land against your final semester, and which week to book at VFS so your passport is back before your flight.

That is a calendar we can build with you. Sachin Gupta runs our Japan desk himself and takes every student conversation. Through WebMob, he works inside Japan’s technology sector.

Book a 30-minute call and bring your expected result date. We will map your VFS Japan week from there.
