Most students expect a refusal letter to explain itself. The Embassy of Japan in India states plainly that it takes no enquiries about the reason for a refusal, so the only reliable list of Japan visa rejection reasons is the one Japan publishes in advance, in its immigration law and in the Immigration Services Agency’s (ISA) own notes.
That list of Japan visa rejection reasons is shorter and more concrete than the rumours. Seven questions cover it, each answered from the published source.

Will anyone tell me why I was refused?
The Embassy of Japan in India says it “does not take any enquiry” about application status, documentation or the reason for refusal. Applications go in through VFS, and the decision comes back without commentary.
So prevention is the whole game. Every one of the Japan visa rejection reasons below can be checked in your file before your university files anything.
At which stage can a student be turned down?
Three, and each has its own decision-maker:
- The Certificate of Eligibility (COE). The ISA reviews it in Japan, on a standard timeline of one to three months.
- The visa. The Embassy or a consulate decides, after you submit at VFS with the COE.
- Landing. An immigration inspector at the airport checks the landing conditions again.

What does the law list as grounds?
Article 7 of the Immigration Control and Refugee Recognition Act sets the landing conditions. Two matter most to a student. The activity you declare must be genuine, and for the Student status it must meet the standards set by ministerial ordinance.
Article 5 lists the people who can be denied landing outright. In summary, these Japan visa rejection reasons at landing are:
- certain infectious diseases
- poverty likely to become a burden on public funds
- a prison sentence of one year or more, or drug offences
- involvement in prostitution or human trafficking
- illegal possession of firearms or explosives
- a prior deportation, within the waiting period
- conduct that threatens Japan’s interests or public security
For a final-year B.Tech applicant, the practical Japan visa rejection reasons sit almost entirely in Article 7. The questions are whether your study plan is genuine and whether your funding meets the ordinance standard.
How does funding turn into a refusal?
The ministerial ordinance on landing standards requires a student to have “sufficient” assets, scholarships or other means to cover living costs during the stay. It names no amount. The ISA’s statement-of-expenses form leaves the yen figures blank. No Japanese government body publishes a proof-of-funds threshold, and any figure you are quoted comes from someone else.
What the ISA does publish is how funding goes wrong. Its notes for student COE applications warn that forging certificates, or depositing a large sum into an account temporarily, marks an applicant as someone whose proper residence is in doubt. That is one of the clearest Japan visa rejection reasons on record, and it is written down.

The ISA can ask for more
The same notes say the ISA may request documents beyond its published list during review. Keep originals of everything behind your statement of expenses ready to send.
What happens if a document is false?
The consequence can arrive after you land. Article 22-4 of the Act lets the immigration authorities revoke a status of residence obtained through deceit, or through documents containing false entries.
So a false mark sheet or an inflated income certificate carries risk long after the visa sticker. Among all Japan visa rejection reasons, this one has the longest tail.
Can part-time work count as my funds?
No. The ISA’s notes for student applications state that covering the full cost of tuition and living expenses through part-time work is not accepted. A plan that relies on future earnings to balance the budget reads as a funding gap, and funding gaps are the Japan visa rejection reasons a family can most easily control.
With permission to engage in activity outside your status, a student may work up to 28 hours a week, and up to eight hours a day during long vacations. The ISA warns that exceeding those hours can lead to deportation or a refused extension. Treat the permission as a rule to respect, and keep it out of your funding sums. What if my COE expires before I fly?
The COE lapses. The ISA’s immigration FAQ says a COE is valid for three months and loses its effect if you do not apply for landing within three months of issue. Kyushu University’s visa page, last modified 16 July 2026, says the same.
An expired COE means a fresh application through your university, and a fresh one to three months. Book flights once you know the issue date.
