A Japan scholarship can cover everything from full tuition and a monthly stipend down to a single fee. The word “scholarship” hides that range. Before a family plans around an award, it is worth checking exactly what that award pays for.
For a Master’s student, a fully funded Japan scholarship should do three things. It should remove tuition and entrance fees, pay a monthly amount that supports living costs, and cover travel to Japan. An award that does one or two of these is partial funding, which is still valuable when you plan for it.

We use six checks. Run any Japan scholarship through them and you will know within minutes whether it is fully funded, partly funded or a fee reduction. Check 1: Does it cover tuition?
Tuition is one of the largest costs of a Master’s in Japan. Look for the words “exemption of tuition” in the scheme’s own terms.
How the main schemes compare
The MEXT scholarship includes “exemption of examination, entrance and tuition fee”, according to the official Study in Japan scholarship pamphlet for 2026 to 2027.
The JASSO Honors Scholarship pays a monthly amount and leaves tuition to you. A university tuition exemption does the reverse: it reduces fees and pays no stipend. The University of Tokyo exemption page offers full or partial exemption from admission and tuition fees.
Check 2: Does it pay a monthly stipend?
A fully funded Japan scholarship pays living support every month. Check the figure and the level it applies to.
- MEXT: ¥144,000 a month for a Master’s course and ¥145,000 for a doctoral course, per the pamphlet. Non-degree research students receive ¥143,000.
- JASSO Honors: ¥48,000 a month at graduate level, per the JASSO scholarship page on Study in Japan.
- Tuition exemption: no stipend.
Read the level carefully
Some University Recommendation routes enter students as non-degree research students first. The University of Tokyo’s IST guideline for October 2027 describes exactly that, for up to one year and six months. The stipend follows the status you hold.
Check 3: What about travel?
The pamphlet lists air travel under MEXT. The UTokyo IST guideline describes travel support as conditional. Read the travel clause in your own university’s guideline before you count the return flight.
Most other schemes pay nothing towards travel. Treat flights as your own cost unless the award’s terms say otherwise.
Check 4: How long does it last?
A Japan scholarship that runs for one year leaves the second year of a Master’s to fund. A standard Master’s in Japan runs for two years, so the gap can be large. Build the second year into your family’s plan from the start.
Duration by scheme
- JASSO Honors: one year (April to March) or six months (October to March), per the pamphlet.
- MEXT research student stage at UTokyo IST: up to one year and six months for October 2027 entrants, per its guideline.
- Tuition exemption: set by each university. Check the period it covers on your university’s fee page.

Timing decides whether an award helps your visa and your first-year budget.
Before you leave India
MEXT University Recommendation is decided before arrival, though late. The UTokyo IST guideline puts the MEXT result around June 2027 for October 2027 entry. Hokkaido University’s e3 programme gives final results on 5 February 2027 (tentative).
After you arrive
JASSO Honors is applied for through your university after enrolment. Most local government and foundation schemes also require enrolment, though the pamphlet notes several accept applications from overseas. A tuition exemption at the University of Tokyo is applied for during the admission procedure.

Check 6: What conditions sit behind it?
Every Japan scholarship carries conditions. Some are academic, some are financial, some are both.
Examples from official pages
- JASSO Honors: average monthly remittance from home under ¥90,000, excluding entrance and tuition fees; GPA of at least 2.30 for the previous year; and a language standard of JLPT N2 or higher, EJU Japanese 200 or more, or English at CEFR B2.
- University of Tokyo tuition exemption: economic difficulty plus outstanding academic ability. Research students and auditing students are excluded.
- MEXT University Recommendation: you must pass both the university’s screening and MEXT’s. UTokyo IST states that the scholarship is withheld if either is failed.
