MEXT scholarship documents decide whether a strong applicant reaches an interview, and for October 2027 entry the list is set by each university. The Embassy of Japan route for India closed on 15 May 2026. What remains open this autumn is MEXT University Recommendation, where a Japanese university screens you first and then nominates you to MEXT.
That changes the paperwork. Each graduate school publishes its own forms, its own page limits and its own upload system. We read two current sets side by side: Hokkaido University’s e3 programme and the University of Tokyo’s Graduate School of Information Science and Technology (IST). Eight items appear in both. One gap is easy to miss.

Why MEXT scholarship documents differ by university
Under University Recommendation, the university runs the first screening. It sets the deadline, the forms and the interview. MEXT runs a second screening afterwards.
The University of Tokyo IST guideline states it plainly: applicants “must undergo MEXT screening process as well”, and the scholarship is withheld if either screening is failed. Hokkaido e3 says the scholarship application and the admission screening “are separate procedures”.
So there is no single national checklist of MEXT scholarship documents for this route. There is a university checklist, and it is the one that counts.
What this means for an Indian B.Tech student

The 8 essential MEXT scholarship documents
These eight appear on both the Hokkaido e3 and the UTokyo IST lists. Treat them as the core set of MEXT scholarship documents, then check your target university for extras.
1. Research plan
Hokkaido e3 asks for a “Motivation to Apply and Research Plan” on its own format, two pages at most. UTokyo IST uses a designated Research Plan form. This is the document most B.Tech students have never written. Start it first.
2. Thesis abstract or research summary
Hokkaido e3 wants abstracts of your graduation thesis, two pages at most. UTokyo IST asks for a research summary of two to five A4 pages covering past research and thesis status. A final-year student can describe work in progress.
3. Academic transcripts
Official transcripts from every degree you hold or are completing. UTokyo IST also asks for a GPA calculation on its own form.
4. Graduation or expected graduation certificate
Both universities accept a certificate of expected graduation. For a final-year student, ask your college office early, since you depend on its timing.
5. Recommendation letter
Hokkaido e3 uses its own designated format. UTokyo IST requires a hand-signed letter from dean-level faculty at your latest university, addressed to the University President. A letter written for another country will need rewriting.
6. Proof of English proficiency
Both ask for it. UTokyo IST accepts test scores or documents showing education in English, under the conditions in its Attachment 1. Check which tests and minimum scores your target programme lists.
7. Passport copy
The photo page. If your passport is due for renewal before 2028, renew it now.
8. Publications, if you have them
Hokkaido e3 accepts abstracts of publications, two pages at most. UTokyo IST asks for a list of research achievements with copies of up to three representative works. This item is optional where you have none.
Items that appear at one university only
UTokyo IST adds a Conditional Acceptance form signed by your prospective supervisor, an examination fee receipt and the online application form. Hokkaido e3 lists no supervisor letter. Your target university may add other MEXT scholarship documents.
The costly gap: designated formats
The costly gap with MEXT scholarship documents on this route is format. A generic set of MEXT scholarship documents, often built from the Embassy route and sent everywhere, misses the forms each university designates.
Both universities we checked mark specific items as their own designated format. Hokkaido e3 has its own research plan, thesis abstract and recommendation letter formats. UTokyo IST numbers its forms and states that items marked with an asterisk need a specific MEXT format.
A strong research plan on the wrong template is still the wrong document. Download every form fresh from the graduate school’s own page for the 2027 cycle, and keep one folder of MEXT scholarship documents per university.
Language of documents
UTokyo IST requires documents in English or Japanese, with translations for anything else. Most Indian college documents are in English already. State-board or regional-language certificates will need a translation.
How they are submitted
Both universities take MEXT scholarship documents online. Hokkaido e3 uses its own online documents submission system, a change it announced on 31 August 2026. UTokyo IST uses a web application system.
Timeline for October 2027 entry
These dates for submitting MEXT scholarship documents come from each university’s own 2027 page. Confirm them again before you apply, since universities do revise schedules.

One detail on UTokyo IST: its guideline describes entry as a non-degree international research student, for up to one year and six months. Read that line before you apply there.
Work backwards from the deadline
With windows closing in late October, your MEXT scholarship documents need to be close to final by mid-October 2026. The research plan and the recommendation letter take the longest.
