A Kyoto University scholarship reaches a postgraduate applicant through four routes, and each one has a different gatekeeper. Some are decided by a supervisor, some by the university, some by a foundation and one by JASSO. We checked every figure below against Kyoto University’s and JASSO’s own pages on 28 September 2026.

What a Kyoto University scholarship has to cover
Start with the bill, because every Kyoto University scholarship is set against it. Kyoto University publishes one graduate fee schedule for Master’s and doctoral students, and its FAQ lists the examination fee alongside it.

The ¥535,800 is Kyoto’s own published graduate rate. Private universities in Japan set their own fees, and some national universities now charge more, so check each shortlist entry separately.
Living costs sit on top of this. Any Kyoto University scholarship you win will be measured against the full total, and the visa stage asks you to show how that total is funded.
Route 1: MEXT University Recommendation
This is the route that matters most for a final-year student. The MEXT embassy window for 2027 entry from India closed on 15 May 2026. The University Recommendation route runs on a separate calendar.
Kyoto’s central MEXT page describes applications in November and December, results around June, and arrival in late September. It also says the process varies by graduate school, so contact the administrative office of the school you want. You can read the detail on Kyoto University’s MEXT scholarship page.
The monthly stipend listed there is ¥144,000 for Master’s and professional-degree students and ¥145,000 for doctoral students.
How the supervisor gate works
The Graduate School of Science states that applications go through a prospective supervisor and that direct applications from students are not accepted. Candidates must obtain preliminary acceptance by the end of November. The school also states it can nominate up to three students a year through this route.

Engineering programmes
The Graduate School of Engineering has announced that its Special Program for University Recommendation for the interdisciplinary course “Human Security Engineering” continues from 2026 onwards. Its international Master’s courses, including Management of Civil Infrastructure and Urban and Regional Development, publish their own guidelines. Read each one before you assume a Kyoto University scholarship is attached to a course.
Route 2: Monbukagakusho Honors Scholarship
JASSO selects this award. Kyoto lists it at ¥48,000 a month for both graduate and undergraduate students, applied for through the university.
The conditions are strict. JASSO’s Honors Scholarship page, updated 19 August 2026, sets these limits:
- Total allowances from home must not exceed an average of ¥90,000 a month
- Grades must meet the criteria in the application guidelines
- Language evidence of JLPT N2 or higher, an EJU Japanese score of 200 or more, or CEFR B2 or higher in English

The reservation program before arrival
JASSO also runs a reservation version for students given pre-arrival admission. Its page, updated 24 June 2026, states that the school applies and that JASSO does not accept applications directly from students. For September or October enrolment the award runs six months. Ask Kyoto’s graduate school whether your programme takes part before you count on this Kyoto University scholarship.
Route 3: Private foundation scholarships
Kyoto University lists two kinds of private foundation award, both paying a monthly allowance of between ¥30,000 and ¥180,000.
- University-nominated. Kyoto selects candidates and the foundation makes the final decision. Deadlines are set by each faculty or graduate school and posted on KULASIS, the student portal.
- Direct application. You apply to the foundation itself, on its own schedule.
Two conditions catch students. Some foundation awards are limited to particular fields or ask for Japanese. And the university-nominated awards do not allow recipients to hold another scholarship at the same time. Choose carefully before you apply for a second Kyoto University scholarship.
Route 4: Tuition and admission fee exemption
A fee exemption works like a Kyoto University scholarship paid in reduced fees. Kyoto runs its own exemption scheme for regular students, and privately financed international students can apply. The core test combines an excellent academic record with economic difficulty in paying. Separate grounds cover the death of a financial supporter or disaster damage.
The FAQ describes the waiver as full or partial and competitive. Kyoto has announced that undergraduates matriculating from 2026–27 lose access to the exemption, which leaves the graduate route in place. Applications run by semester. The second-semester window for 2026–27 ran from 11 September to 2 October 2026, which shows the rhythm a new entrant should expect.
The costly rule: most awards open after enrolment
Kyoto’s FAQ says selection is highly competitive and that, in most cases, applications are accepted only after entrance to the university. Read that twice before you budget around any Kyoto University scholarship.
In practice, a Kyoto University scholarship is something you apply for once you are enrolled, apart from MEXT University Recommendation and the JASSO reservation program. So plan to fund your first semester in full.
