Why the university route is the one to plan
The Study in Japan portal describes two doors into the Japanese Government (MEXT) Scholarship: embassy recommendation and university recommendation. Under the second, universities screen candidates and recommend them to MEXT. Our guide to the Monbukagakusho scholarship types explains which of the seven types fits a Master’s applicant. The portal adds that these grantees “usually arrive in Japan in September or October.”
That timing suits a student graduating in May or June 2027. So when a B.Tech student asks us how to apply for MEXT scholarship this year, we start with the university, never the embassy.

Stage 1: Confirm the university holds a quota
The portal is direct on this: “Not all universities maintain their own recommendation quotas.” Only universities approved by MEXT can recommend. The first step in how to apply for MEXT scholarship is therefore a check, and it happens before any form.
Check the track, as well as the university
Quotas can sit inside specific programmes. The University of Tsukuba’s MEXT page, updated September 2026, says recruitment for its University Recommendation General Program “is expected to be discontinued starting in the 2027 academic year”, while its Special Program continues for students who pass each programme’s entrance examination.

Stage 2: Apply for admission first
The second rule of how to apply for MEXT scholarship is sequence. At most universities, the scholarship application rides on an admission application. The University of Tokyo Graduate School of Science is a clear example. Its 2027 page, last updated 22 May 2026, requires applicants to complete the admission application under its Special Selection for International Applicants first, and only then submit MEXT documents.
The same page states: “All prospective applicants’ first contact must be the university/graduate school where they wish to study.”
Contact the advisor where the university asks for it
Tsukuba asks applicants to email their prospective academic advisor to ask whether they can be recommended. Its guidelines appear around mid-November, with applications around November to December. Stage 3: Build the scholarship file
For UTokyo Science’s October 2027 round, the answer to how to apply for MEXT scholarship on paper is a file of nine items:
- Application form, printed double-sided
- Field of Study and Research Plan
- Letter of recommendation from a dean or above, on letterhead, addressed to the President of the University of Tokyo
- Passport-type photo taken within six months
- Official transcripts, with a document explaining the grading system if the transcript does not show it
- Proof of language ability
- Abstract of graduation thesis
- Official statement of expected graduation
- Copy of the passport photo page

Stage 4: Submit inside the window
UTokyo Science’s MEXT application period runs from 15 October to 30 October 2026, Japan Standard Time. Submission is electronic, through the university’s online form. The page states that email submission is refused and a late application is unacceptable.
Both applications have to be complete by the deadline: the scholarship form and the Graduate School of Science admission application. This is the stage where most plans for how to apply for MEXT scholarship slip, because the admission file takes longer than students expect.
How to apply for MEXT scholarship without missing the deadline
UTokyo states that a digital signature on the dean’s letter is not acceptable. A signed letter on letterhead takes time to arrange, so we ask students to request it in the first week of October at the latest.
Stage 5: Nomination, then MEXT decides
If you are planning how to apply for MEXT scholarship, expect selection in layers. At UTokyo, the Graduate School of Science nominates to the university, the university nominates to MEXT, and MEXT screens the final list.
UTokyo’s page records the numbers from the last round: each graduate school could nominate at most one applicant, and the university at most three to MEXT. Nominees hear from the Graduate School of Science by email in mid-February 2027.
